Thailand Post’s Announcement

Subject – International postal services destined for European countries including Switzerland and Norway

The European Commission has established a regulatory enforcement on the implementation of a risk management system for goods transported by air and imported into European (EU) territory (Import Control System 2 : ICS2), with effect- from 15‘ March 2023. Under the regulation, the Non-EU postal operators sending international postal items, the contents of which are items/goods, to all 27 EU destinations : Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden as well as Switzerland and Norway, must submit electronically the shipping address and contents information of international postal items to the postal operators and customs authorities of destination countries. In addition, all items must be allowed from the destination countries befor^ being loaded into the aircrafts;: Therefore, Thailand Post Co., Ltd. (THP) would like to request all customers to provide the complete and accurate information of all international postal items containing goods sent to the above mentioned countries on the posting forms and UPU customs declaration forms (CN22/ CN23/CP72) in English before posting to facilitate customs procedures in the destination countries in the respect of the following elements:

  1. Sender’s name and address
  2. Recipient’s name and address.
  3. Telephone number of sender and recipient (Obligatory).
  4. E-mail address of sender and recipient (if available)
  5. Category/nature of the items (sale of goods, gift, etc.)
  6. Particular description of contents such as lipstick, blush on, mascara, etc. Filling out information in categories such as cosmetics, accessories, and so on should be avoided.
  7. Quantity, net weight and value of contents
  8. Country of origin of the goods
  9. Harmonized System tariff code (6 to 10 digits)
